Planning Commission Minutes

Public Hearing  #1
On August 7, 2006, at 7:21 pm, Planning Commission Chairperson Eric Minks called Public Hearing #1 to order.  The purpose of the Public Hearing was to discuss a Conditional Use Permit Tony Kooiman to operate a small engine repair business.  Section 27.

Other Planning Commission members present were Larry Ziebarth, Carl Sanford, and Torn Braun.  John Moosbrugger and Greg McBroom were absent.

Mr. Kooiman explained that he works on snow blowers, tillers, Iawnmowers, mini hikes, etc. and that he usually works on about one a day.  He also indicated that he keeps the items that he works on behind his building so that no one can see them, and also said that the turnaround time is usually only one day.

There were no residents present who wished to speak.

A motion was made by Tom Braun and seconded by Larry Ziebarth to close the Public Hearing at 7:30 p.m. Motion Carried

Public Hearing #2
On August 7, 2006, at 7:31 pm, Planning Commission Chairperson Eric Minks called Public Hearing #2 to order. The purpose of the Public Hearing was to consider adopting Section 100:204 within the Princeton Township Subdivision Ordinance.

There were no residents present who wished to speak.

A motion was made by Larry Ziebarth and seconded by Tom Brain to close the Public Hearing at 7:32 p.m.  Motion Carried.

Regular Monthly Meeting
At 7:32 p.m. the Regular Monthly meeting was called to order.

A motion was made by Tom Braun and seconded by Larry Ziebarth to approve the minutes of July 10, 2006 as printed. Motion Carried.

The next item up for business was to discuss Public Hearing #1 regarding the Conditional Use Permit for Tony Kooiman regarding the Conditional Use Permit to operate a small engine repair business.  Larry Ziebarth indicated that the Town Board had waived the $250.00 fee for the Conditional Use Permit.  Tom Braun wanted to know the reasons for waiving that fee, and indicated that it was a very scary thought to him, and that they may be setting a precedence.  Larry Ziebarth indicated that he agreed, but the Town Board discussed it and decided to waive the fee.  Larry also indicated that maybe for the future the applicant should produce a tax form showing what income was grossed for the business in order to have the fee waived or reduced.  Larry Ziebarth motioned to recommend approval of the Conditional Use Permit to the Town Board, with the four following conditions that Loren Kohnen recommended

1.    No Employees.
2.    CUP not transferable.
3.    Sign may stay at mailbox; size may not be increased.
4.    If work is done outside, hours must be 7:00 am to 9:00 pm.

Carl Sanford seconded the motion.  Motion Carried.

The next item up for business to discuss Public Hearing #2, Simple Plat Procedure 100:204.  Tom Braun stated that the Planning Commission has gone over that procedure enough and has decided what the intended ideas were.

Tom Braun motioned to approve to the Town Board adopting section 100:204 within the Princeton Township Subdivision Ordinance.  Carl Sanford seconded the motion. Motion Carried.

John Roxbury Jr. indicated that the Town Board already approved the Simple Plat Procedure back on the 20th of June, and he was confused as to why it was being advertised again. The Deputy Clerk indicated that a Public Hearing needs to be held for the adoption of a new section in the Ordinance.

The next item up for business was to discuss options on a Township Park at New Life Christian Center, per Town Board/Larry Doose.  Larry Doose was not in
attendance.  Larry Ziebarth made a motion to table the issue until next month.  Tom Braun seconded the motion.  Motion Carried.

Larry Ziebarth motioned to move Open Forum to the next item up for business because there were residents who wished to speak.  Tom Braun seconded the motion.  Motion Carried.

Jessica Vance indicated that she lived in the Preserve at Princeton and said that there have been a number of problems that have been occurring in trying to develop an Association.  She wanted to know what ordinance this development fell under, and what it was originally approved under.  After much discussion it was decided that this is something that would need to be addressed with the Town Board.  The Jessica and Rob Vance indicated that they would be attending the next Town Board Meeting on August 15, 2006.

The next item up for business was the Comprehensive Plan discussion.  Larry Ziebarth indicated that he did not have time to get all of the information ready from the Comprehensive Meeting that he attended, so he will get that together and try and bring something to the next meeting.

Larry Ziebarth motioned to table the discussion until there was a full board.  Tom Braun seconded the motion.  Motion Carried.

A Motion was made by Tom Braun and seconded by Carl Sanford to adjourn the meeting at 8:20 p.m. Motion Carried.
