Board of Supervisors Minutes

On Tuesday, May 16, 2006 at 7:30 p.m. Town Board Chairperson Greg Anderson called the Regular Monthly Town Board Meeting to order. Other members present were Steve Heinks, Stephanie Johnston, John Moosbrugger and Dan Minks.

Approve Minutes
A motion was made by John Moosbrugger and seconded by Dan Minks to approve the minutes of April 18, 2006 as printed. Motion Carried.

Approve January Financial Report
A motion was made by Steve Heinks and seconded by Stephanie Johnston to approve the Financial Report for April 2006 as submitted. Beginning Balance of Township funds was $151,837.69; total receipts of $1,193.06; total disbursements of $12,372.37; leaving a balance of $140,658.38. Motion Carried. John Moosbrugger asked the Clerk what the handwritten figures are on the Financial Report every month. The Clerk responded that those numbers are from the actual bank statements and they match the CTAS program. She stated this is how she balances the accounts each month.

Mille Lacs County Sheriffs Department
There was not a representative of the Sheriffs Department present.

Open Forum
Open Forum was moved up on the agenda for the meeting. Kevin McFarland was present from Mac Daddy's Spirits & Sports to renew his liquor license. A motion was made by John Moosbrugger and seconded by Dan Minks to approve renewing the license for the year. Motion Carried.

Jeff Morson was present from The Long Siding Bar & Grill to renew his liquor license. A motion was made by John Moosbrugger and seconded by Dan Minks to approve renewing the license for the year. Motion Carried.

Mark & Nancy Woolhouse were present with a complaint about a dirt racing track that was being run on Merlin Hanson's property. Mr. Woolhouse said it is very noisy and felt it was a nuisance. Mrs. Woolhouse stated that she had called Karen Hanson and tried to talk to her about the issue but she claimed Mrs. Hanson was rude. She stated that Mrs. Hanson told her to deal with it and that she wasn't home when the racing was going on there. After some discussion the Town Board asked the Clerk to write the Hanson's a letter asking them to call Greg Anderson or attend the next Town Board meeting. Greg Anderson and Loren Kohnen felt that it was going to be hard to enforce anything on this issue due to it happening on private property. Loren stated that there is a way to test the sound decimals and they can't be over a certain decimal. He also stated that testing decimals can become very expensive.

Old Business
The Town Board discussed a Capital Asset Obligation Contract for the Fire Contract that was sent to the Township by the City of Princeton at their last meeting. The purpose of this contract was for protection to the City of Princeton as well as the Township. If the Township was to pull away from the Fire Service provided by the City it would hold the Township responsible for paying out the rest of their obligation for the new fire truck that was obtained. This would insure that the Township would not get stuck paying off the rest of the money from other areas if they were to pull out as well. John Moosbrugger recommended the Township attorney look at the contract before the Township signs it to make sure that it is for the truck obligation only. The attorney e-mailed the verbiage he would like the contract to include. A motion was made by John Moosbrugger and seconded by Dan Minks to approve the verbiage from the attorney. The Clerk will forward the contract with the attorney's verbiage to Mark Karnowski at the City of Princeton. Motion Carried.

New Business
The Town Board discussed dust control for 33rd Street. The Town Board didn't feel that dust was a big concern this year due to all the rain. Greg Anderson stated that because school is almost out and the buses won't be running that road for the summer that they shouldn't do anything with this issue until it becomes a problem. Dan Minks felt the Township should be ready in case there is a problem. A motion was made by John Moosbrugger and seconded by Dan Minks to approve Greg Anderson to call Ferrell gas and have dust control put on 33rd Street if there is a problem. Motion Carried.

Engineers Report
Todd McLouth stated he had a summary of the Road Tour from Thursday, May 4, 2006. He said overall he felt the bituminous roads are in good shape. He stated that the gravel roads are in pretty good shape. He said they found a couple of spots that they can do some reclaiming of the ditches and some extra gravel here and there. They found two spots that they should keep an eye on. One was over in Oakwood Estates over on Aspen Road that had a dip in the road. The other was over on 50th that it is alligatored pretty bad and has a sink hole. He said they can hold off on until next year and hit with some patching and overlays. Todd recommended that they should form a committee and go over the road plan and discuss the next few years.

Greg Anderson stated that his road needs some gravel. He said there is about a 200 foot stretch that there is not gravel left at all. He stated that he talked to Rick Johnson and Rick stated he would donate a little gravel for that because he lost one of his dump trucks in there the other day.

Todd stated that on the end of the Strunge road where you drive into Bud's Place there is a sign needed by the dirt pile there at the entrance. Todd stated that this has been on their punch list for a while to get this done. Todd recommended that the Township write them a letter telling them to get the sign up or maybe the Township use their escrow to get the sign and then close out the Escrow Account and send them the remanding balance. A motion was made by Dan Minks and seconded by Steve Heinks to have a sign installed and take it out of their Escrow Account and then cut a check to them for the remanding balance. Motion Carried.

Todd stated the Dahmen property drainage issue with filling in the wetlands should be turned over to the County. The Town Board asked the Clerk to send a letter to the County Environmental Section and ask them to take care of it.

Todd stated that in July when they set the road budget he would like to see the Town Board set it at $200,000 for 2007 assuming that the work on 50th street with patching and overlays and picking up the crack filling that wasn't done last year. He didn't anticipate seal coating for next year. He said they should be fine with $25,000 for gravel and then ditching set for $15,000. He said that should cover it. Greg Anderson asked the Clerk to figure out what the Tax Liability increase that would be for the residents. He asked her to have this ready for when they talk about the budget in July.

Dan Minks stated that there are some potholes by Whitcomb's Nursery on Baptist Church Road that need to be patched. Brian Dahlheimer stated that he would do that and some on the east side of town.

Greg Anderson talked about 82nd Avenue. He stated that Rick Johnson had gone out and looked at it and it will need 5 loads of gravel. The Town Board decided to have Duane Baker go in there and grade it more and then when the construction in that area is done notify Rick Johnson to go in and put gravel down.

Zoning Administrators Report
Loren Kohnen stated that he stopped in at John Wayne Wood's property and he is working making a fence out of a number of different materials. He said since the last time he and Dan Minks were out there he has been busy removing items from the property. He said the hogs are gone now. Stephanie Johnston stated that he has also been hauling items from Suzie Neumann's property as well.

Loren stated that Tim Wilhelm has applied for a Conditional Use Permit to put biosolids down on his property. This will go to a Public Hearing at the Planning Commission Meeting on 6/5/06.

Loren informed the Town Board that a Company by the name of DreamShak applied for a Conditional Use Permit and will have a Public Hearing on 6/5/06 at the Planning Commission Meeting.

Loren informed the Town Board that the Cross of Life Church will be at the staff meeting on 6/1/06 to discuss an addition to their church.

Supervisors Reports
Steve Heinks announced his resignation from the Town Board. He informed the Town Board that he had sold his house and will be moving to Greenbush Township. He stated this would be his last meeting. The Town Board thanked Steve for all his hard work in the Township. The Town Board asked the Clerk to advertise for his position and they would discuss the appointment at the next Town Board Meeting. Steve Heinks stated that Carl Sanford expressed his interest to him on being appointed to the Town Board.

Clerks Business
The Clerk informed the Town Board that Whitcomb's Nursery will be donating bushes to the Town Hall and SyIva will donate mulch. Stephanie Johnston stated that she would donate the fabric to cover the ground under the mulch to prevent grass and weeds from growing up under the mulch.

John Roxbury stated that the house that built a septic system over on the southwest corner of Orchard Pines may be backing up the drainage easement. He thought maybe Todd or Loren should go out and investigate it.

John also told Loren if he cared to get involved in the complaint of the dirt racing track he had a meter to test the sound decimal he could borrow.

Greg Anderson stated that over on County Line Road and 40th Street has water backing up on the road. Greg stated that he thought a culvert need to be installed over there. Brian Dahlheimer will go out and install a culvert and patch the road for about $1,200.00. John Moosbrugger stated that if it isn't something that needs to be done right away they should wait due to the budget for roads getting really close to being used up.

Brian asked about graveling some of the shoulders on some of the roads if the Town Board wanted them to be done. Todd stated that should be kept up on so it doesn't break away the bituminous. The Town Board all agreed that need to be done and gave Brian the go ahead.

Approve Payment of the Bills

A motion was made by Dan Minks and seconded by John Moosbrugger to approve payment of the bills, Check numbers 6989 — 7029. Motion Carried.

A motion was made by Steve Heinks and seconded by John Moosbrugger to adjourn the meeting at 8:17 p.m. Motion Carried.
