Planning Commission Minutes
On Monday, September 11, 2006 at 7:33 p.m. Planning Commission Chairperson
Carl Sanford called the Regular Monthly meeting to order. Other members present
were Tom Braun, Eugene Stoeckel, Greg McBroom and John Moosbrugger. Eric
Minks and Larry Ziebarth were absent.
A motion was made by Tom Braun and seconded by Greg McBroom to approve the
minutes of August 7, 2006 as printed. Motion Carried.
The next item up for business was to discuss options on a Township Park at
New Life Christian Center, per Town Board/Larry Doose. Larry Doose was not
present. Tom Braun suggested that the staff compose a letter and send it
to Larry Doose to inform him that no action would be taken until he was able
to come to a Planning Commission Meeting for further discussion.
The next item up for business was the Comprehensive Plan discussion. Carl
Sanford noted that Larry Ziebarth was supposed to get the Planning Commission
going on the first step, but he has been very busy and has not had the time
to do that, and was not able to attend this evening's meeting. Carl suggested
that the discussion be tabled until the next meeting. The motion was so moved
by Tom Braun, and before a second motion could be made, John Moosbrugger
interjected by saying that he is not sure that the Planning Commission has
even decided on the general direction they want to go. He indicated that
it seems like some people want to really do a huge project and create a whole
new comp plan, and other people are more in the opinion that they should
take a look at the existing one, and decide if any sections need to be changed.
He asked if the Planning Commission has ever even agreed on that. Tom Braun
indicated that they were waiting for John Roxbury, Jr. and Larry Ziebarth
to go to that special meeting and gather some information so they would be
able to take a look at both sides of it.
Carl Sanford indicated that Larry was supposed to present to the Planning
Commission an outline just to get them started on the process, and what they
would need to do first. He also indicated that it was his opinion that it
would be easier to adjust the old comp plan than it would be to write a new
one. Greg McBroom indicated that that was what they had agreed on and that
they would go through the old comp plan line by line and see the areas that
needed to be improved on. John Moosbrugger agreed that that is what they
decided.
Carl Sanford indicated that he didn't think that it should be stalled forever,
but said that it would be nice to have a full Planning Commission, since
it is pretty important to discuss. He also indicated that instead of trying
to review it during the regular meeting, maybe they need to schedule a special
meeting, and if
someone doesn't show up, than they just do not get a say. John Moosbrugger
Indicated that he did not want to not include anyone, but it was on the agenda
and sometimes they can just not have everyone present. He also indicated
that they would not have to make any huge decisions, and that he would hate
to start going through it without Larry giving any information, but on the
other hand, he feels like they need to start reviewing it.
John Moosbruuger asked if he would be out or order to make a motion that
they go ahead and review the comp plan, and start on page 1, paragraph 1,
sentence 1, and if they hit a point where they do not feel comfortable going
on without the rest of the Planning Commission, they would stop and go home.
Tom Braun indicated that they do not need a motion for that, they could just
go ahead and do that.
The Planning Commission members reviewed the first four pages and made some
changes that would be typed up by the staff for further review at the next
month's meeting.
A Motion was made by Greg McBroom and seconded by Tom Braun to adjourn the
meeting at 8:50 p.m. Motion Carried.
